ORGANIZATIONAL FRAMEWORK

This position is to be filled within the RAM unit of the WFP field office in Boké. The incumbent will report directly to the Head of the Office, under the technical coordination of the RAM Unit Lead.

OBJECTIVE
Provide specialized support and technical assistance through generating evidence for food security and vulnerability analysis, program monitoring, and research. The activities carried out will help support policies and design food security and nutrition programs, prioritize resources, choose optimal transfer modalities, and target vulnerable populations (including needs assessments, context analysis, program design, targeting, prioritization, cost-effectiveness analysis, etc.).

MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list):

  • Provide specialized project management support to specific and/or defined programs to ensure that various activities are carried out within the set objectives, in accordance with WFP policies and procedures.
  • Improve targeting processes and evaluation systems while applying concrete monitoring methods.
  • Consolidate quantitative evidence from targeting and evaluation data and raise key issues with the RAM unit on a weekly basis.
  • Ensure that the surveys required for targeting, verification, and evaluation plans are carried out and comply with the agreed coverage for quality control, while integrating gender and protection perspectives into all areas of work.
  • Provide technical support and contribute to the design and implementation of various activities, including targeting, verification, evaluation, market, and processes within the specific area of work, supporting alignment with the broader program's policies and guidelines.
  • Conduct field visits in the relevant domain, maintaining direct dialogue with beneficiaries and providing technical support.
  • Prepare and submit field visit reports including programmatic recommendations and observations on gender and protection, ensuring quick communication of actionable findings. In the specific area of responsibility, prepare a series of reports and data analyses using modern tools (Power BI, Tableau, R, Python), highlighting trends/issues, ensuring that deliverables meet company standards and quality control.
  • Support the unit lead and other colleagues in identifying areas for program improvement to support program reviews and enhance services.
  • Coordinate and communicate with local partners, agencies, NGOs, and government institutions to gather feedback and strengthen relationships with local stakeholders to ensure the sustainability of actions undertaken.
  • Support capacity building for WFP staff, cooperating partners, and national government personnel in the specific technical area. Provide cooperating partners with guidance on WFP operational practices, food security, and assessment tools and methods to assist them in carrying out tasks and contributing to WFP’s visibility in covered areas.
  • Organize regular meetings with community leaders and cooperating partners on product supply chains, distribution agreements, food rights, and other relevant issues to promote effective communication and efficient management of food security. Propose improvements to field processes and procedures, integrating modern approaches like digitalization for the effective implementation of assistance and targeting programs.
  • Participate in humanitarian monitoring and internal reporting (monthly/annual) to identify emerging needs and ensure continuity of actions.
