ORGANIZATIONAL CONTEXT:

This job is in the Guinea country office, reporting to the Country Director. The incumbent is part of a country office finance and Administration team and will be expected to provide general financial support. He/she will cover all aspects of finance and administration. The incumbent at this level works with minimal supervision and provides advice and guidance to other team members to ensure that operational and project objectives are met. He/she is heavily involved in day-to-day activities and analytical work. He/she also provides advice on less complex matters, applying rules, procedures and expertise to make decisions and recommendations in a range of activities.

JOB PURPOSE:

To support the stewardship of WFP’s resources, monitoring budgets, forecasting, reporting on key data and providing basic administrative functions that enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible.

KEY ACCOUNTABILITIES

  • Maintain awareness of corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.

  • Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries within the Country.

  • Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.

  • Monitor budgets and carry out forecasting for new and ongoing projects according to established corporate procedures and requirements.

  • Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.

  • Deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality and timely services to WFP staff.

  • Collate data and contribute to preparation of accurate and timely reporting, providing management with financial, staffing and resource usage information to enable them to make informed decisions.

  • Track and collate data to support others to improve policies, systems and procedures in order to minimize financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.

  • Contribute to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.

  • Assist with the preparation of Management Services components of WFP’s Country Strategic Planning (CSP) and Resource Planning aligned with country and wider WFP’s strategies and policies to facilitate efficient and effective service delivery.

  • Support preparation of functional annual plans and implementation of policies, procedures, processes, standards, and systems to support WFP’s strategic objectives.

  • Collate data and prepare basic analysis to support efficient planning and decision-making.

  • Assist in the identification of requirements pertaining to resources aiming at efficiency, cost-effectiveness, and timeliness of operations and services.

  • Maintain working relationships with WFP’s internal and external stakeholders, other UN agencies and government entities ensuring relevant exchange of data and identifying areas of potential improved alignment of operations and cooperation.

  • Provide suggestions for improvements to services and facilities related to Occupational Safety and Health (OSH).

  • Support a culture of environmental sustainability by role modelling actions that drive sustainability in all activities.

  • Utilize digital tools and applications to their fullest potential collaborating with technical experts to effectively adopt innovative technologies, thereby enhancing operational workflows and customer service.

  • Assist with the preparation and implementation of UN Reform related inter-agency initiatives to achieve cost savings and enhance service quality.

  • Support field missions by documenting issues/gaps and proposing solutions in the relevant services or products of responsibility.

  • Support the organisation and design of learning initiatives to build capacity of WFP staff and partners to improve their understanding of Management Services regulations, policies, procedures, processes, standards, and systems.

  • Follow standard emergency preparedness and response practices to support WFP to quickly deploy the needed resources to affected areas.

  • Represent unit/CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.

  • Guide and supervise administration & finance team members, acting as a point of referral and supporting them with more complex analysis and queries.

EXPERIENCE REQUIRED FOR ENTRY IN ROLE:

  • Has at least 1 year of postgraduate professional experience level in the fields of Finance and Administration

  • Has experience reviewing and analyzing financial statements.

  • Has experience implementing accounting and internal control processes.

  • Has gained experience in administration.

  • has experience in Team Management

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Master's degree in finance, accounting, auditing, banking, business administration or related fields, or first university degree in the same field(s), with at least 3 years' professional experience, and membership of an internationally recognized professional accountancy body, such as the Association of Chartered Certified Accountants (ACCA), the Institute of Certified Public Accounts (ICPA) or equivalent.

Language:

Fluency (level C) in French and English.
